Separate the council application fee from other charges
Planning application fees in England are set nationally. The applicable category depends on what you are applying for, so a householder proposal should not automatically be treated like a new dwelling or another form of development. Confirm the category before arranging payment.
Use the Planning Portal fee calculator and guidance, then check anything uncertain with the local planning authority. Any submission platform service charge should be identified separately. Neither the council fee nor a platform charge pays for preparing drawings, commissioning reports or obtaining building regulations approval.
Define the drawing and design fee
The design fee reflects the work needed to understand the property, develop the proposal and prepare the submission documents. Existing information, site complexity, alternative layouts and the agreed revision allowance all influence that scope. A quotation should distinguish a measured survey from design development and application preparation.
Check whether submission administration and responses to planning queries are included. Building regulations details and structural calculations may belong to another stage. Our planning drawings cost guide examines drawing costs specifically, while planning application services explains the submission work.
Identify surveys and supporting reports
Some sites need evidence beyond plans and elevations. Depending on the proposal and its surroundings, this could involve trees, ecology, heritage, drainage, flood risk, land contamination or transport. These are separate commissions unless a quotation expressly includes them. A measured building survey is also different from a specialist environmental investigation.
Review the authority's local validation requirements alongside national requirements before commissioning reports. Confirm the report's purpose, survey access, any seasonal constraints and whether follow-up work is included. Evidence should respond to the actual site and application, not simply copy a neighbour's submission.

- Lawful development certificates confirming permitted development
- Prior approval applications for larger single storey rear extensions
Budget for revisions and resubmission correctly
Changes can create additional drawing work, updated reports and further administration. An amendment to an application under consideration is not necessarily treated in the same way as a fresh application or an application to alter an existing permission. The correct route matters to both scope and fees.
Do not assume that a withdrawn, refused or revised proposal qualifies for a free resubmission. Check current national fee rules and ask the authority how they apply to the particular submission. Any exemption, concession or refund needs a valid basis; previous payment alone does not establish entitlement.
Keep appeal expenses as a separate decision
After a refusal, the financial assessment changes. An appeal may involve reviewing the decision, preparing statements, revising technical evidence and obtaining specialist representation. The procedure and disputed issues influence the work required. These expenses should not be hidden within the original application allowance.
A revised application may address different questions from an appeal, so assess the options against the reasons for refusal. Ask for a defined scope covering evidence, representation and any further participation. Our planning appeals page describes the process and documents to discuss. Consider any potential costs-award issues separately with suitable advice.
Build a comparable application budget
Create separate headings for the statutory application fee, submission charges, drawing and design work, surveys, specialist reports and possible additional work. Record who appoints each consultant and who pays each invoice. This avoids paying twice for an overlapping task or overlooking a necessary commission.
When comparing quotations, check VAT treatment, exclusions, revision allowances and responsibility for responding to requests for information. Planning permission is separate from building regulations approval and other consents. Include those later requirements in the wider project budget without presenting them as part of the council planning application fee.

Frequently asked questions
What is a planning application fee?
It is the statutory charge for the relevant planning application category. In England, these fees are set nationally. It is separate from payment for design, drawings, surveys, supporting reports and any submission platform service charge.
Does paying for drawings include the council fee?
Only if the quotation explicitly says so. Ask for the council fee and any third-party charges to be itemised separately, even where someone else handles payment on your behalf.
Will a revised planning application need another fee?
Check the current rules for the specific application route. Do not assume a resubmission exemption applies. Additional design or report work can also remain payable regardless of the statutory fee position.
Why might supporting reports increase the budget?
Site constraints can require specialist investigation, analysis and written evidence. The extent of the investigation, access arrangements and any further information requested determine the commission, rather than the drawing package alone.
